KHCA President opened
the meeting at 7:30 PM, Approximately 50 people attended this meeting. Association officers were introduced.
Business Meeting
The agenda addition of a moment of silence in honor of those
who have died in the past year was approved.
Minutes from the Fall 2007 meeting were approved.
Treasurer’s Report:
There is a current balance of $ 1064.55 in the treasury. $250 was collected before the meeting. Putting envelopes in the newsletter for dues
has been successful.
Status Reports
Traffic Committee:
Jane Harding: Jane stated that
if there were any concerns to call them.
They plan on meeting soon. They
hope to get more stop signs on McComas
Ave at Stephen Knolls (St Margarets Way), at Faulkner, and at Peregoy. They also want to get more crosswalks. Sidewalks on McComas from Drumm Avenue to
Park will be requested. President asked
Jane to announce meeting in email newsletter.
Education Committee:
No report.
Beautification Committee: Jane Folsom: Had calendar for Brookside
Gardens. Weed Warriors special event
Saturday 10-1 on Beach Drive to remove ivy from trees along Rock Creek Park.
Sean Neary asked for suggestions for projects for Renew
Montgomery.
Land Use Committee
Donna Savage
KH committee is set up so that every time a development is
proposed, a sub-committee is set up so that those most affected can
participate. Four current committees.
Outlot B 3 acre
parcel at entrance to Westfield. Had
meeting with Valerie Ervin. The plan is
that access would be from Findley Rd.
Subsequent versions of plan had improvements, but consensus is that 30
town houses is still too many. The
committee sent letter to developer disagreeing with his plans. Developer responded that he still plans to
ask for RT-10. Group is determining how
to respond. Master Plan is within
boundaries of Wheaton CBD. Current
Master Plan calls for RT-6. Traffic
study says that additional traffic would not have noticeable impact.
We may ask people to react and respond to the future events.

Wayne outlined events and hearings that will be held as
development progresses. There can be a
request for further arguments before the County Council to cover additional
information for material already in the record.

Leader, Community Based Planning
Wheaton Sector Plan is to be revised starting next
month. Sets a framework, but no specific
items. There will be 4-6 months of
information gathering, after which a Staff draft will be prepared, which is
presented to Planning Board. If
approved, the draft becomes Public
Hearing Draft, and hearings will begin.
There will be 3-4 Planning Board Work sessions to make changes and
recommendations. Planning Board Draft
goes to County Executive. Cost plan
developed. Planning Board draft goes to
County Council. A special subset of the
Council will have work sessions, and hearings will be held.
Once staff draft has been issued, there is an option to
require any zoning requests be deferred until Plan has been finished.
Wheaton Sector Plan Goes to County Council July of
2009. Expects new plan to be more user
friendly.
Kensington Sector Plan starts July 2, 2008.

Deal with
redevelopment. Increased development
review. Apply rules to any development
request. Project plans for central
business district.
When
application comes in, an interagency review starts. Each affected agency provides comments. Development Review Planning Comments can be submitted any time during
period of review. Staff prepares
recommendations and requirements.
Planning Board is ultimate
decision maker. At pre-submission
meeting, can ask to be put on list to receive subsequent actions. Good idea to come to meeting. Cannot participate, but good to listen to
comments being made.
Various
means of storm water control. More and
more planners are looking to mitigate storm water problems. Many older developments have no means of
storm water control.
How many people got letter re new sidewalk at 3116
McComas. Someone has asked for sidewalk
on south side of McComas running from Drumm to Farragut. Asked whether Civic Association should get
involved or limit to county and homeowners.
Wayne suggested that it be referred to committee. Can deadline in letter be deferred. May be a public meeting. Consensus was that matter be referred to
Traffic and Safety and then recommendation to Executive Committee.
DRAWING No
drawing. Need more volunteers to help
with refreshments and arranging drawings.
